the OpFlex protocol pieces. Has implemented most of the policy

where rendererers can/should live, and what should be part of the
“core” groupbasedpolicy project and what should be separate (notes
that this is part of a larger, similar conversation with the

out-of-tree renderers, but they won’t be able to benefit from being
